Donald R. Gitto, Managing Partner,, ext 101
Mr. Gitto, a Brooklyn native, received his B.S. in Industrial and Labor Relations from Cornell University in 1980. He then received his J.D. from Fordham University School of Law in 1983 where he was an editor on law review. Upon receiving his law degree, he attended the Judge Advocate General’s School in Charlottesville, VA where he was an honor graduate. He then served as a Captain in the Army from 1984 to 1986 at Fort Carson, Colorado. He received an Army Commendation Medal for his work as labor law counselor and trial counsel.

After leaving military service, Mr. Gitto began the practice of workers’ compensation law in 1986 in the Binghamton, NY area. In 2008, the workers’ compensation law firm of Gitto & Niefer, LLP was formed.

Mr. Gitto is admitted to practice in New York and Pennsylvania, the US Court of Military Appeals and the US District Court for the Northern District of New York. He is a member of the NewYork State and Broome County Bar Associations. He is a member if the New York State Self-Insurers Association and a past member of the Council on Litigation Management.

David L. Niefer, Assistant Managing Partner,, ext 102
Born in Ithaca, New York, David attended The Hill School and later George Washington University where he graduated with a degree in  political science in 1988. He received his J.D. from Syracuse University School of Law in 1994.

Mr. Niefer is a member of the New York State and Broome County Bar Associations. He is admitted to practice in New York and Pennsylvania and is admitted to the US District Court for the Northern District of New York. Mr. Niefer has presented on changes in Medical Treatment Guidelines and the new Drug Formulary.

Nr. Niefer has served as the chair of the United Way of Broome County campaign. He has a lifelong interest in the study of history.

John H. Snyder, Partner,, 315-732-8661
John H. Snyder was born in Albany, New York. He is a 1995 graduate of Utica College. Mr. Snyder received his J.D. from the University of Dayton School of Law in 1998. He is the current chair of the Workers’ Compensation Division of the Torts, Insurance and Compensation Law Section of the New York of the New York State Bar Association. He is admitted before the United States Supreme Court.

Mr. Snyder is a frequent lecturer on Workers’ Compensation and is an Adjunct Professor and Trustee at Utica College.

Mr. Snyder is President of the Utica Industrial Development Corporation. He is Vice-President of the Utica Lady Knicks youth basketball organization. Mr. Snyder is a Board member of the Mohawk Valley Edge, Notre Dame Schools and the St. Agnes Cemetery. He practices at the firm’s office located at 605 French Road, New Hartford, New York 13413.

Edmond F. Morreall, Partner,, ext 103

Mr. Morreall was born in Rome, NY. He received his B.A. in 1994 from Brigham Young University, majoring in both Korean and International Relations. Mr. Morreall graduated from Cornell Law School in 1998 with a concentration in Public Law as well as a specialization in International Legal Affairs.

Mr. Morreall has presented at numerous conferences and seminars on New York Workers’ Compensation law. He is active in his local church and community. He is an Eagle Scout and served as past-president of the Baden-Powell Council of the boy Scouts of America as well as an Executive Board member. He is a recipient of the Silver Beaver award. He has overseen and organized youth activities in the community and served as a coach for girls softball.

Jason M. Carlton, Partner,, ext 104

Mr. Carlton hails from Denver, Colorado. He completed his B.A at Northwestern College, IA and received his J.D. from the University of Nebraska College of Law in 2000. He is admitted in New York and Pennsylvania and is admitted to the US District Court of New York, Northern District.

Mr. Carlton has brought more than 60 cases before the New York State Appellate Division and has argued successfully before the New York State Court of Appeals. He is the author of a chapter on “Apportionment” in the New York State bar Association’s publication entitled “Workers’ Compensation Law and Practice in New York State.” He has presented on numerous workers’ compensation related topics to conferences, businesses, insurers, and associations.

Mr. Carlton has served as the Chairman of the Binghamton Salvation Army Advisory Board and is a Board Member for Vestal Little League. He is active iin his church. He currently serves as Vice-President of the Broome County Bar Association which presented him with the 2018 Stanley B. Reiter Award given for extraordinary service to the Bar association.

Patrick B. Guy, Partner,, ext 105

Mr. Guy is a Binghamton, NY native who received his B.A. from Union College in 1990. In 1993, he received his J.D. from Pepperdine University School of Law.

Mr. Guy is admitted to practice in New York and is a member of the New York State and Broome County Bar Associations. He has attended conferences of the New York State Association of Self-Insured Counties and the New York Workers’ Compensation Centennial Conference. Mr. Guy plays community hockey.

Joshua M. Luce, Partner,, ext 107

Mr. Luce received his B.S. in Business Administration from Binghamton University in 2002. He received his J.D. from Albany Law School in 2007. He has focused his practice on workers’ compensation since his admission to the bar. He does have an additional interest in real estate law and practice. He is a member of the New York State Bar Association and Broome County Bar Association. Mr. Luce has been actively involved with local community hockey groups and is active in his church.

Shane Eaton Armstrong, Partner,, ext 118
Ms. Armstrong received her B.A. from Marquette University in 2002. She then served as a Captain of the Medical Services Corps of the United States Army until 2006, while stationed in Germany, Iraq and Italy. Ms. Armstrong then secured her J.D. from Drexel University in 2010.

After law school, Ms. Armstrong began her career in workers’ compensation law at Gitto & Niefer, LLP. She has also developed an expertise in Social Security Disability.

Ms. Armstrong has been a Director on the Board of the Brome County Bar Association since 2016. She is an active volunteer for Legal Aid in landlord/tenant matters since 2011. She has chaired a Veteran’s Law Clinic and the local bar association Law Day. Ms. Armstrong has served as a Guardian for Honor Flights for the Southern Tier of New York and presented a speech on “American Women in Combat” at Broome Women Lead. She serves as a youth basketball coach and a running ambassador.
